Welcome to the Spring edition of Recruitment Watch, where we delve into the legal issues that are currently shaping the recruitment services sector. In this edition, we examine the impact of the April 2025 changes to the small company financial thresholds which will take more contractors outside the scope of the off-payroll working rules from April 2027. We also consider the government's response to the consultation on tackling non-compliance in the umbrella company market, which confirms that umbrella companies will be brought within the scope of the recruitment industry regulatory regime.

It remains to be seen just how hard the sector gets hit this year with businesses expressing some concern about the impact of the increase in employer National Insurance (NI) from 6 April 2025 and the new Employment Rights Bill changes.
