Luke is a Managing Associate in the Competition team in the Innovation department.
He has extensive experience in large-scale competition damages litigation, on behalf of both corporate entities and consumers in opt-out claims, before the Competition Appeal Tribunal.
Luke has been recognised recognised as a key lawyer for his expertise in Group litigation: Claimant and Competition Litigation by Legal 500, 2025. Luke was also recognised by Lawdragon in 2024 in their list of 500 Global Plaintiff Lawyers for Competition and Collective Actions.
Key Experience
Antitrust/competition
- Acting for Primark in claims for unlawful interchange fees against Mastercard and VISA as part of the Merchant Umbrella Proceedings in the Competition Appeal Tribunal.
- Acting for a group of multinational retailers in claims for unlawful interchange fees against Mastercard and VISA in the High Court, including preparing for a Supreme Court hearing on the issue of relation-back.
- Acting for the Consumers’ Association (Which?) against Qualcomm on behalf of 29 million UK consumers alleging abuse of dominance in the markets for smartphone chipsets and standard essential patents, resulting in artificially increased prices of Apple and Samsung smartphones.
- Acting for Charles Arthur in proposed collective proceedings against Google relating to its ‘ad tech’ services and charging inflated prices in the online display advertising market, which were subsequently combined with another proposed claim in order to avoid a carriage dispute.
- Acting for Home Insurance Consumer Action Limited in proposed collective proceedings against ComparetheMarket concerning its use of wide ‘most favoured nation’ clauses.
- Acting for SSE, a UK energy supplier, in a follow-on damages claim in relation to the European Commission’s Power Cables cartel decision.
Environmental & human rights
- Acting for Save the Children in its intervention in key climate change proceedings before the European Court of Human Rights, highlighting the impact of climate change on children and on their right to safety and a prosperous future.
- Acting for the claimant/appellant, ex-police officer Andrea Brown, in a pivotal costs case on the clarification of the Qualified One-Way Costs Shifting Rules in the Court of Appeal.
Public law
- Acting for the Consumers’ Association (Which?) as the sole intervener in the Merricks v Mastercard Supreme Court hearing concerning the certification threshold in collective proceedings.
- Acting for Daze Aghaji and Peter Garforth in a challenge to the Government’s carbon budgets.
